What Haw. Rev. Stat. §521-44 requires

  • Return deadline: 14 days
  • Deposit cap: 1 month's rent — Separate pet deposit of up to 1 month's rent allowed (not for service animals)
  • Written notice with evidence of costs (estimates, invoices, receipts) required for any retention
  • Missing the 14-day deadline forfeits the right to retain any of the deposit
  • Bad faith: tenant may recover up to 3x the amount wrongfully retained
