What 68 Pa. Stat. §§250.511a–250.512 requires
- Return deadline: 30 days
- Deposit cap: 2 months' rent — 2 months in the first lease year; 1 month from the second year on
- Written damage list plus payment of the difference within 30 days
- No list within 30 days forfeits withholding and any damage suit; liability is 2x the amount due
- Deposits held past 2 years must be escrowed; interest (minus 1% fee) owed from year 3; tenant must give a forwarding address in writing to trigger the double penalty
