What Md. Code, Real Prop. §8-203 requires
- Return deadline: 45 days
- Deposit cap: 1 month's rent — 2 months by agreement if tenant receives utility assistance and pays the landlord directly for utilities
- Refund must include simple interest (greater of the 1-yr Treasury yield or 1.5%/yr) on deposits of $50+ held 6+ months
- Itemized list of damages with costs must be sent by first-class mail within 45 days
- Unreasonable failure to return: up to 3x the withheld amount plus attorneys' fees
